On May 17th local time, the US Department of Energy announced that it had purchased 3.3 million barrels of oil from four companies, including Shell, to supplement its strategic oil reserves. The average price was $79.38 per barrel, which is lower than the highest price it is willing to pay of $79.99 per barrel.
